Long Term Water Supply Program

IDG has served as Program Manager for CPWS’s $525M Long Term Water Supply Program since the program’s inception in 2016. The program addresses CPWS’s projected need for additional water supply and treatment capacity, driven by system demand growth and drought resilience requirements identified by the Duck River Agency. Major program components include a new 32 mgd Downstream Intake and Raw Water Pump Station on the Duck River located approximate 34 river miles downstream of the existing intake, approximately 17 miles of 36-inch Raw Water Transmission Main, and expansion of Columbia’s 20 mgd Water Treatment Plant to 32 MGD. IDG’s program management responsibilities include financial planning, funding assistance for a $272M WIFIA loan and a $135M SRF loan, program controls, procurement and contract management of design engineers and the Construction Manager at Risk, and owner’s representative services during construction which began in 2026.
